England Rugby Colleges Discipline: Protocols & Sanctions

England Rugby Colleges will refer all disciplinary matters to RFU Regulation 19, which covers all disciplinary matters arising under the RFU Rules and Regulations.

Regulation 19 can be found at RFU Regulation 19 – Discipline.

All disciplinary matters arising within any competition organised by AoC Sport will be referred to the AoC Sport competition rules and regulations, which directly refer to RFU Regulation 19.

All England Rugby Colleges disciplinary matters should be referred to the England Rugby Colleges Discipline Secretary.

Sanctions will be applied in accordance with the RFU Sanctions Table contained within RFU Regulation 19 – Discipline.

Discipline: On-Field Disciplinary Issues

  1. All players who are ordered off the field of play, or cited, within colleges rugby will be dealt with under RFU Regulation 19 – Discipline. The jurisdiction to deal with these players arises from the fact that the players belong to a college that is a member of England Rugby Colleges and/or are playing in AoC Sport competitions.
  2. Every member college shall be responsible for ensuring that its players, officials and all persons purporting to be its supporters or followers conduct themselves in an orderly fashion while attending or taking part in England Rugby Colleges and AoC Sport competitions.
  3. Where an allegation of off-field misconduct is received, the England Rugby Colleges Discipline Secretary and the England Rugby Colleges Head of Discipline will discuss the matter in the first instance. Each case will be considered on its own merits. However, in accordance with Regulation 5.12, if the actions of any individual are deemed not to have been in the interests of the Game or the Union, charges may be issued against an individual and/or college.
  4. Behavioural issues involving members of non-English clubs will be referred to the relevant Union to be dealt with.
  5. Each organisation that has the power to deal with disciplinary issues will refer to the England Rugby Colleges Regulation 19 Sanctions Table. It is important to ensure consistency, fairness and proportionality in terms of the totality of any sanction where different organisations or disciplinary panels are involved.
  6. A college may issue its own sanction in relation to any offence. However, this does not preclude the matter from being heard by England Rugby Colleges. An England Rugby Colleges panel is entitled to take into consideration any sanction that has already been issued. However, any judgement will be made in accordance with the sanctions table and principles contained within RFU Regulation 19.
  7. Any individual who is banned by England Rugby Colleges will not be permitted to play rugby matches for their college or any other team for the duration of the sanction.
